Is betting legal in Nigeria: the general rule
Nigerian betting law is written mainly for operators. It sets out who may run a lottery, sports betting or gaming business, which licence each activity needs and which regulator issues it. For players, the rule that applies everywhere is age: betting is for adults of 18 and over.
Before the judgment, the National Lottery Regulatory Commission (NLRC), created under the National Lottery Act 2005, issued permits meant to cover the whole country, while states also licensed operators under their own laws. An operator could therefore answer to a federal and a state regulator for the same business. That overlap is what the Supreme Court ruled on.
What the Supreme Court decided on 22 November 2024
The case, Attorney-General of Lagos State v Attorney-General of the Federation, was brought by Lagos State against the federal government, and other states joined it. The Supreme Court held that lotteries and gaming are not on the Exclusive Legislative List, so the National Assembly can legislate on them only for the Federal Capital Territory. The National Lottery Act 2005 therefore applies only within the FCT, and outside Abuja betting is a matter for each state’s law.

State by state: Lagos, Oyo and the FCT
After the judgment, the regulator that matters depends on where the bet is taken. Three places show the split, and they are also the regulators most often named in the footers of Nigerian betting sites.
Lagos
The Lagos State Lotteries and Gaming Authority (LSLGA) licenses lotteries, betting and gaming in Lagos State under Lagos law; its official website is lslga.lg.gov.ng. Lagos State is also the state that brought the 2024 case.
Oyo
The Oyo State Gaming and Lottery Board licenses operators under Oyo State law. An Oyo licence is issued for Oyo; whether another state accepts it for players inside its borders is a question for that state’s own law and board.
FCT (Abuja)
In the Federal Capital Territory, the NLRC regulates under the National Lottery Act 2005; its official website is nlrc.gov.ng. A permit it issues rests on an Act that now applies only in the FCT, so it does not replace the licence a state requires.

Is betting illegal in Nigeria?
There is no nationwide ban, but betting can be unlawful in specific cases: an operator taking bets in a state without the licence that state requires, an operator offering a product its licence does not name, or an account opened by someone under 18. State laws also differ in what they allow. The answer to “is betting illegal” can change at a state border.
Is gambling legal in Nigeria for casino games?
The same state-by-state answer applies to online casino games, with one extra condition: a licence names the activities it covers. A sports betting permit does not automatically cover an online casino, and a lottery licence covers neither. When a site offers sports and casino, read what each licence in its footer names, and do not stretch one permission to the whole site.
Betting license in Nigeria: a check you can run
A betting license in Nigeria is the operator’s obligation; a player never needs one. Your part is to confirm that the licence a site shows exists and covers where you live:
- Copy the footer wording: company name, regulator and licence or permit number.
- Reach the regulator’s official website by typing its name into a search engine, not through a link on the betting site.
- Look for its published list of licensees and search for the company name and number. If there is no list, ask the regulator through its official contacts.
- Check the activity and territory: sports betting or casino, and which state.
- Make sure the company in the site’s Terms matches the footer and that the web address is the one the regulator lists.
- Save a dated screenshot of the footer and of the register entry.
Signs that a licence claim is weak
A logo with no number, a regulator name you cannot find on any official site, a company in the Terms that differs from the footer, or only a licence from outside Nigeria. With any of these, there is no Nigerian regulator you can name for a complaint.
The 1win.ng footer read against these rules
The 1win.ng footer, which we copied on 08.10.2026, names BID Entertainment Limited, an NLRC National Sports Betting Permit and an Oyo State Gaming and Lottery Board licence; the full wording and numbers are quoted in our 1win overview. We did not look either number up in a regulator’s register. Two points follow from the rules above: the NLRC document is titled a sports betting permit, so its name does not mention casino games, and the Oyo licence is issued under Oyo State law, while the footer does not say which activities it covers. A complaint that 1win itself does not resolve goes to the regulator that licensed the operator, as the footer names it.
Is betting legal in Nigeria for you: age, records, complaints
Three things on your side decide how the rules apply to you:
- Age: you need to be 18 or over, and the identity check before a withdrawal is where an underage account is usually stopped.
- Records: keep the dated screenshots from the licence check, your bet history and cashier receipts.
- Complaints: raise them with the operator first, in writing, then with the regulator that licensed the operator, named in its footer and listed in that regulator’s register. If a site names no Nigerian licence, there is no regulator to take the complaint to.

Which rules apply to betting in Abuja?
In the Federal Capital Territory the National Lottery Act 2005 still applies. There, the NLRC is the regulator to check a licence with.
Why does a betting site ask for my ID?
Operators check age and identity, usually before the first withdrawal, to keep under-18s out and to match payments to the account holder. A proof of address, such as a recent utility bill or bank statement, is a common extra request.
Is gambling illegal for under-18s in Nigeria?
Yes in practice: Nigerian regulators and licensed operators set 18 as the minimum age. An account opened by a minor breaks the operator's terms and is likely to be stopped at the identity check.
Does a betting shop licence cover the same company's website?
Not necessarily, because state rules can treat retail and online betting separately. Check that the licence names online betting.
How do I report an unlicensed betting site?
Report it to the gaming regulator of your state, or to the NLRC if you are in the FCT, with the web address, screenshots and the dates you used it. A dispute with a licensed operator is different: it goes to the regulator that licensed that operator.
Does a foreign gaming licence count in Nigeria?
No Nigerian regulator issues or supervises it. A site that shows only a foreign licence gives a Nigerian player no local regulator to complain to.
